Keynote speaker

    LEUNG Fung Yee, Julia, SBS, JP Chief Executive Officer, Securities and Futures Commission  Biography   Ms Julia Leung has been Chief Executive Officer (CEO) of the Securities and Futures Commission (SFC) since 1 January 2023.   Ms Leung joined the SFC in March 2015 as Executive Director of the Investment Products Division. She became Executive Director of the Intermediaries Division in June 2016 and took on the additional capacity of Deputy CEO in March 2018.   In more than 25 years of public service, Ms Leung has extensive experience in financial regulation, market development and international cooperation. Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she served at the Hong Kong Monetary Authority for 14 years, spending the last eight years as the Executive Director responsible for financial cooperation with Mainland and other international regulators.   Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. In 2014, she authored a book on how Asia has surmounted various financial crises.

    Prof. KC Chan, GBS, JPChairman, WeLab Bank   Biography   Professor Chan is the Chairman of WeLab Bank and Senior Advisor of WeLab, a leading pan-Asian fintech platform with over 55 million individual users and over 700 enterprise customers in Hong Kong, Mainland China, and Indonesia. The company operates one of the largest digital consumer finance businesses in Asia, two digital banks and a fast-growing B2B fintech enterprise solutions business.     Professor Chan was appointed as Secretary for Financial Services and the Treasury of the Government of the Hong Kong Special Administrative Region from July 2007 to June 2017.  Prior to that, he was Dean of Business and Management in the Hong Kong University of Science and Technology (HKUST).  He is currently Adjunct Professor at HKUST Business School.   Professor Chan received his bachelor's degree in economics from Wesleyan University and his M.B.A. and Ph.D. in finance from the University of Chicago. He specialised in assets pricing, evaluation of trading strategies and market efficiency and has published numerous articles on these topics.   Professor Chan is a member of Competition Commission. In the past, he held a number of public service positions including Chairman of the Consumer Council, Director of the Hong Kong Futures Exchange, and Member of the Commission on Strategic Development, Commission on Poverty, the Exchange Fund Advisory Committee, the Hang Seng Index Advisory Committee, and the Hong Kong Council for Academic Accreditation.

    Ms Asmâa Resmouki President, International Federation of Accountants  Biography   Ms. Asmaa Resmouki has more than thirty years of experience in the profession, including serving as audit partner in the large auditing firms (Deloitte and EY) in Morocco. In 2020, she started her consultancy practice firm where she has been assisting different organizations in projects relating to the profession and to advisory services.   Ms. Asmaa Resmouki became IFAC President in November 2022. Prior to becoming President, Ms. Resmouki was appointed Deputy President in November 2020 after serving on the IFAC board since November 2017, originally nominated to the board by the Ordre Des Experts Comptables—Morocco. As Deputy President, Ms. Resmouki chaired the IFAC Planning and Finance Committee, having previously chaired the board's Governance Subcommittee prior to her election as Deputy President.   Ms. Resmouki is a Past President of the Pan African Federation of Accountants (PAFA). She served on the PAFA Board since 2011, as vice president and chair of the Planning, Human Capital, and Financial Committee from 2013 to 2015 and as president from 2015 to 2017. Asmaa had also served in voluntary roles in the Moroccan accounting profession from 2008 to 2014, especially in Quality Control field.   Thanks to her diverse and wide experience, Ms. Resmouki has developed as a thought leader in the development and strengthening of the accountancy/auditing profession, as well as an expert in good corporate governance and best practices to manage and lead robust Boards and committees.

    The Honourable Paul CHAN Mo-po, GBM, GBS, MH, JP Financial Secretary of the Government of the Hong Kong Special Administrative Region Biography   Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.   Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.   Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.
